Piotr Kubaj 884ba43116 powerpc: enable initial-exec TLS 
Summary:
Use initial-exec, like other architectures.

While here, switch MACHINE_ARCH in lib/libc/Makefile to LIBC_ARCH and consistently use powerpc.
