ZTS: Remove obsolete zts-report.py exceptions
The disk_reason and udev_reason exceptions can be removed since they apply to now unsupported kernel versions (<v3.10). The checks in the test cases were kept for the purposes of documentation and as useful sanity checks for the test environment.
