Userspace has OFED build enabled for quite some time, but kernel modules were not. This is useless config because any userspace IB code requires kernel support. So enable modules build by default. Move WITH_OFED to WITHOUT_OFED since defaults are now enabled. There is no toplevel Makefile structure since these tools are not meant to be built as part of the standard system, though there may be individual Makefiles in some of the subdirs. Please read the README files in the subdirs for further information.
