* Don't initialize the card (and start an autonegotiation) every time the IP
address changes. Makes 'dhclient sk0' invocations way faster and more
consistant. i.e. one DHCPREQUEST elicits the DHCPACK.

* Additional locking changes in sk_ioctl.
