- If DRM_DEBUG_DEFAULT_ON isn't defined, then initialize drm_debug_flag
  to zero.

DRM_DEBUG_DEFAULT_ON is defined when module is build with -DDEBUG_DRM
or if kernel config has 'options DEBUG_DRM'.
