Add libc++experimental.a for std::experimental support This adds a separate library for supporting std::experimental features. It is purposefully static, and must be explicitly linked into programs using -lc++experimental. PLEASE NOTE: there is NO WARRANTY as to any stability or continuing existence of the features in the std::experimental parts of the C++ library! Move all sources from the llvm project into contrib/llvm-project. This uses the new layout of the upstream repository, which was recently migrated to GitHub, and converted into a "monorepo". That is, most of the earlier separate sub-projects with their own branches and tags were consolidated into one top-level directory, and are now branched and tagged together. Updating the vendor area to match this layout is next.

Rework CXXSTD setting via r345708 This change allows the user to once again override the C++ standard, restoring high-level pre-r345708 behavior. This also unbreaks building lib/ofed/libibnetdisc/Makefile with a non-C++11 capable compiler, e.g., g++ 4.2.1, as the library supported being built with older C++ standards.
