Add note about NO_CLEAN build.

NO_CLEAN doesn't quite work for some scenarios when rebuilding older
kernels, but the kernels build w/o NO_CLEAN.

The resume code now notifies devd with the 'kernel' system
rather than the old 'kern' subsystem to be consistent with
