Improve rk_pinctrl driver:

- add support for 'output-low', 'output-high', 'output-low' and
  'output-enable' properties. These are use in RK3288 DT files
- add support for RK3288
- to reduce overall file size, use local macros for initialization
  of pinctrl description structures.
