Fix 'install: symlink usr/src/sys -> /sys: File exists' in distributeworld

Follow r334617, specify ${DISTDIR} (by ${INSTALL_DDIR}), '/base' and add
${INSTALLFLAGS} while installing the '/sys' symbolic link.
