MFR4_11: SA-04:16.fetch (+MFC), SA-04:17.procfs (+MFC).

New release notes:  EN-05:01.nfs (+MFC), EN-05:02.sk (+MFC),
EN-05:03.ipi (+MFC).

To be consistent with other documentation, the release documentation
will henceforth include the one-word keyword (e.g. "fetch", "procfs"
above) in the names of advisories and errata.
