[PowerPC] Remove unused openpic_set_priority().
When SMP support for powerpc was added in r178628, the last callers of this function were removed. All code that needs to manipulate the task priority just does it directly instead. Noticed while reading through the lint logs. Sponsored by: Tag1 Consulting, Inc.
