libc: Fix most issues reported by mandoc

- varios "new sentence, new line" warnings
- varios "sections out of conventional order" warnings
- varios "unusual Xr order" warnings
- varios "missing section argument" warnings
- varios "no blank before trailing delimiter" warnings
- varios "normalizing date format" warnings
