Add support for Allwinner H3 SoC.
For now clocks, GPIO, Pinmux, UART, MMC, EHCI is supported. Tested on OrangePi-One Reviewed by: jmcneill Approved by: cognet (mentor) Differential Revision: https://reviews.freebsd.org/D6311
