Add more locale-specific functions to the relevant man pages and Makefile:

- lib/libc/locale/islower.3
  - lib/libc/locale/ispunct.3
  - lib/libc/locale/nl_langinfo.3
  - lib/libc/locale/isgraph.3
  - lib/libc/locale/isspace.3
