Merge in WIP from p4 for supporting ISA pccard bridges conforming to

the ExCA spec, and close cousins:

o Write an activate routine that works.
o merge a couple of items from oldcard before they are lost
o write a deactivate routine

I suspect we're still a ways away from having this work, but maybe for
6.1/5.5?
