Fix init order in the LinuxKPI for IDR support after recent changes.
CPU_FOREACH() is not available until SI_SUB_CPU at SI_ORDER_ANY when the LinuxKPI is loaded as part of the kernel. MFC after: 1 week Sponsored by: Mellanox Technologies
