Break out altq_enable/disable from DIOC{START,STOP}ALTQ into seprate
functions that can be called from enable/disable pf as well. This improves switching from non-altq ruleset to altq ruleset (and the other way 'round) by a great deal and makes pfctl act like the user would except it to.
