Preliminary support for EFI in boot loader. Define efi-boot forth
environment variable to allow conditional compilation based on EFI being present or not. Provide efi-setenv, efi-getenv, and efi-unsetenv, though those need improvement. Move the efi definition to libefi (but include a reference so they get included).
