MFC rev. 1.14:

Replace "fetch" with "fetch -r" when downloading the initial ~38MB
  snapshot in order to avoid unnecessary re-downloading.

  Remove the earlier "rm -f ${SNAPSHOTHASH}.tgz" to make this work.
