Use TARGET_CPUARCH instead of TARGET_ARCH here. Define TARGET_CPUARCH
based on TARGET_ARCH. Use TARGET_ARCH still for a powerpc64 test. Futureproof for coming mipsel/mipseb and arm/armeb rename.
