Restore description of packets dropped due to full reassembly queue.
r265408 renamed tcps_rcvmemdrop to tcps_rcvreassfull and gave it a more specific description. r279122 (libxo-ification) reverted that change. This commit brings it back, but with a small tweak to the description. MFC after: 2 weeks
