008d7c831f Add META_MODE support.
Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.

Still need to add real targets under targets/ to build packages.

b28da9a61e Remove stale references to utmp(5) and its corresponding filenames.
I removed utmp and its manpage, but not other manpages referring to it.

e6cd16ae51 Makefile.inc wasn't needed; this is a left-over of other files present
in share/security in the trustedbsd_sebsd branch that are not present
in the main tree.  Also, .include Makefile.inc from the parent directory
so that BINDIR is set right.

dfe2864ae7 When lomac-policy.contexts was merged from the TrustedBSD MAC branch,
the Makefiles were not committed.

80d37f5b20 Hook up a sample LOMAC labeling policy. Unlike the old LOMAC module,
the file system initial labeling policy exists in userland, and is
fed into setfsmac(1).  This is based on the old LOMAC PLM.
