93a7ff50c0 netmap: add load balancer program
Add the lb program, which is able to load-balance input traffic
received from a netmap port over M groups, with N netmap pipes in
each group. Each received packet is forwarded to one of the pipes
chosen from each group (using an L3/L4 connection-consistent hash function).
This also adds a man page for lb and some cross-references in related
man pages.

ebc457d1fa Make ng_pptpgre(8) netgraph node be able to restore order for packets
reordered in transit instead of dropping them altogether.
It uses sequence numbers of PPtPGRE packets.

A set of new sysctl(8) added to control this ability or disable it:

net.graph.pptpgre.reorder_max (1) defines maximum length of node's
private reorder queue used to keep data waiting for late packets.
Zero value disables reordering. Default value 1 allows the node to restore
the order for two packets swapped in transit. Greater values allow the node
to deliver packets being late after more packets in sequence
at cost of increased kernel memory usage.

net.graph.pptpgre.reorder_timeout (1) defines time value in miliseconds
used to wait for late packets. It may be useful to increase this
if reordering spot is distant.

4f1c28c8e1 Redo r339563: Remove joy(4) driver.
This driver was marked as gone in 12. We're at 13 now. Remove it.
Data from nycbug's dmesg cache shows only one potential user,
suggesting it never was used much. However, even though this device
has been obsolete for 15 years at least, sys/joystick.h is included in
a number of graphics packages still, so that remains. A full exprun
is needed before that can be removed.

83bf1fdc83 Revert r339563.
I held the mistaken belief this was completely unused. While the
driver is unused and likely not relevant for a long time,
sys/joystick.h lives on in maybe half a dozen ports, even though
hardware to use it hasn't been widely used in maybe 15 years.

0dd92926d8 Make it possible to disable NUMA support with a tunable.
This provides a chicken switch for anyone negatively impacted by
enabling NUMA in the amd64 GENERIC kernel configuration. With
NUMA disabled at boot-time, information about the NUMA topology
is not exposed to the rest of the kernel, and all of physical
memory is viewed as coming from a single domain.

This method still has some performance overhead relative to disabling
NUMA support at compile time.

20a8fc967a Address concerns about CPU usage while doing TCP reassembly.
Currently, the per-queue limit is a function of the receive buffer
size and the MSS. In certain cases (such as connections with large
receive buffers), the per-queue segment limit can be quite large.
Because we process segments as a linked list, large queues may not
perform acceptably.

The better long-term solution is to make the queue more efficient.
But, in the short-term, we can provide a way for a system
administrator to set the maximum queue size.

We set the default queue limit to 100. This is an effort to balance
performance with a sane resource limit. Depending on their
environment, goals, etc., an administrator may choose to modify this
limit in either direction.

cfe7aa28cb Add ioctl to conveniently mmap a PCI device BAR into userspace.
Add the ioctl PCIOCBARMMAP on /dev/pci to conveniently create
userspace mapping of a PCI device BAR. This is enormously superior to
read the BAR value with PCIOCREAD and then try to mmap /dev/mem, and
should allow to automatically activate the mapped BARs when needed in
future.

Current implementation creates new sg pager for each user mmap
request. If the pointer (and reference) to a managed device pager is
stored in pci_map, we would be able to revoke all mappings on the BAR
deactivation or relocation. This is related to the unimplemented BAR
activation on mmap, and is postponed for the future.

As discussed in arm@. This is a scaled back version of the prior

ec014f8e40 Support installing manpages for multiple or alternate architecture(s).
Some section-4 manpages are architecture-specific, and the build process
currently generates only the pages for the MACHINE_CPUARCH being built.
man(1) supports a '-m' option to find manpages belonging to an arbitrary
architecture other than the MACHINE_[CPU]ARCH, but we have no way to
generate and install alternate-arch pages right now.

This change adds a new make.conf variable, MAN_ARCH, which can be a list of
one or more MACHINE_ARCH or MACHINE_CPUARCH values. All arch-specific
manpages that exist for the named arches will be installed. If unset, it
continues the behavior of installing just the MACHINE_CPUARCH being built.

86596b2682 Make it possible to run ntpd as a non-root user, add ntpd uid and gid.
Code analysis and runtime analysis using truss(8) indicate that the only
privileged operations performed by ntpd are adjusting system time, and
(re-)binding to privileged UDP port 123. These changes add a new mac(4)
policy module, mac_ntpd(4), which grants just those privileges to any
process running with uid 123.

This also adds a new user and group, ntpd:ntpd, (uid:gid 123:123), and makes
them the owner of the /var/db/ntp directory, so that it can be used as a
location where the non-privileged daemon can write files such as the
driftfile, and any optional logfile or stats files.

Because there are so many ways to configure ntpd, the question of how to
configure it to run without root privs can be a bit complex, so that will be
addressed in a separate commit. These changes are just what's required to
grant the limited subset of privs to ntpd, and the small change to ntpd to
prevent it from exiting with an error if running as non-root.

123ef80207 muge.4: remove BUGS section (about link/act LEDs)
Lack of functioning link and activity LEDs on devices without an EEPROM
is expected (not a bug). Quoting the EVB-LAN7850 User's Guide:

When configured with the default internal register settings, the
Ethernet Link status LEDs are not enabled. To enable Ethernet Link
    status LEDs, enable the EEPROM.

This is an artifact of the different ways in which the evaluation board
can be used. End-user USB-Ethernet adapters using the Microchip LAN78XX
or LAN7515 controllers should use an EEPROM or have OTP configuration,
if their product configuration does not match the boot default register
configuration.

44d9a7d534 if_muge: add LAN7850 support

  LAN7850.

* The Linux driver enables automatic duplex and speed detection when
there is no EEPROM, for the LAN7800 only. With this FreeBSD driver
LAN7850-based adapters without a configuration EEPROM fail to link

7e4a8e045f rsu(4) does not require legal.realtek.license_ack=1
The rsu firmware license check has been disabled since r292756. Changes
rsu(4) since the license ack is no longer required.

While here, add `device rsufw` hint to the kernel configuration lines and
add/update paths to the installed license file in both rsu(4) and rsufw(4).

e8c6b9b238 Disable connectat/bindat with AT_FDCWD in capmode
Previously it was possible to connect a socket (which had the
CAP_CONNECT right) by calling "connectat(AT_FDCWD, ...)" even in
capabilties mode. This combination should be treated the same as a call
to connect (i.e. forbidden in capabilities mode). Similarly for bindat.

Disable connectat/bindat with AT_FDCWD in capabilities mode, fix up the
documentation and add tests.

8c15e890d8 Make it possible (controlled via sysctl, enabled by default) to mark
device-side (and only device-side) "virtual USB serial adapters" - the
ones you can get with an OTG-capable board - as consoles. It boils down
to adding the device name to kern.console sysctl, although doing that
requires jumping through some hoops. It doesn't change the actual
operation of those virtual devices. The point is to make it possible
for init(8) to recognize them as console devices and to launch getty(8)
for them, when configured as "onifconsole" in ttys(5). The point of
that, in turn, is to add such entries to the default ttys(5), so that
init(8) will launch gettys for device-side "virtual serial adapters",
but not for actual USB serial dongles.

3adac02cc9 Add deprecation notice for lmc(4)
We intend to remove support before FreeBSD 12 is branched. These are
available only as 32-bit PCI devices. The driver has an ambiguous
license and I have not been successful in contacting the driver's author
in order to address this.

The planned deprecation has been announced on -current and -stable; if
we receive feedback that the driver is still useful and we are able to
resolve the license issue this deprecation notice can be reverted.

26c165ead9 Remove support for the Arcnet protocol.
While Arcnet has some continued deployment in industrial controls, the
lack of drivers for any of the PCI, USB, or PCIe NICs on the market

Evidence in the PR database suggests that the cm(4) driver (our sole
Arcnet NIC) was broken in 5.0 and has not worked since.
