Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.
Still need to add real targets under targets/ to build packages.

Bring some important updates from NetBSD up to about 2008/04/25.
The main feature is initial support for C99.
This is a very basic update to make it easier to merge new
compiler attirbutes but more updates are likely to follow.

and finish the job. ncurses is now the only Makefile in the tree that
uses it since it wasn't a simple mechanical change, and will be
addressed in a future commit.
- Use MAP_FAILED instead of the constant -1 to indicate
failure (required by POSIX).
- Removed flag arguments of '0' (required by POSIX).
- Fixed code which expected an error return of 0.
- Fixed code which thought any address with the high bit set
was an error.
- Check for failure where no checks were present.

This is just a vendor import by now. I'll wait until i'll get the
imported files back via CTM before applying the FreeBSD patches.
Don't use it yet.
