1bb07edbd4 Fix strcasecmp_l() and strncasecmp_l() POSIX 2008 compliance.
POSIX.1-2008 specifies that those two functions should be declared by
including <strings.h>, not <string.h> (the latter only has strcoll_l()
and strxfrm_l()):

4a723bd20c Add the ffsll and flsll functions. These are ffs and fls operating
on long long arguments.

abbd890233 o Merge <machine/ansi.h> and <machine/types.h> into a new header
called <machine/_types.h>.
o <machine/ansi.h> will continue to live so it can define MD clock
  macros, which are only MD because of gratuitous differences between
  architectures.
o Change all headers to make use of this.  This mainly involves
  changing:
    #ifdef _BSD_FOO_T_
    typedef	_BSD_FOO_T_	foo_t;
    #undef _BSD_FOO_T_
    #endif
  to:
    #ifndef _FOO_T_DECLARED
    typedef	__foo_t	foo_t;
    #define	_FOO_T_DECLARED
    #endif

61b60edfd3 o Move some function prototypes from <string.h> to the newly rewritten
<strings.h>, based on POSIX.1-2001's requirements.
o Add 'restrict' qualifier (spelled '__restrict') to functions in
  <string.h>, as per C99 and POSIX.1-2001.
o Properly expose new POSIX.1-2001 functions in <string.h>.
