Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.
Still need to add real targets under targets/ to build packages.

NetBSD revisions 1.8 and 1.9 are not actually applied to our code base
because we have solved the problem differently, therefore, these changes
can be safely skipped.
