legacy stuff (binutils) depend on this order.
For this to work, provide (and use) specialized versions
of bsd.prog.mk and bsd.lib.mk that include the standard
versions first, then augment CFLAGS, DPADD, LDADD, and
LDFLAGS as necessary, with the legacy stuff.
