a38d172e95 systrace: track it like sdt probes
While here predict false.

Note the code is wrong (regardless of this change). Dereference of the
pointer can race with module unload. A fix would set the probe to a
nop stub instead of NULL.

cc22a86800 sys/kern: adoption of SPDX licensing ID tags.
Mainly focus on files that use BSD 2-Clause license, however the tool I
was using misidentified many licenses so this was mostly a manual - error
prone - task.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

fb0f2cc9b2 Sprinkle __read_frequently on few obvious places.
Note that some of annotated variables should probably change their types
to something smaller, preferably bit-sized.

This means that their use is restricted to a single C file.

cc4128c6b1 Add some FEATURE macros for various features (AUDIT/CAM/IPC/KTR/MAC/NFS/NTP/
PMC/SYSV/...).

No FreeBSD version bump, the userland application to query the features will
be committed last and can serve as an indication of the availablility if
needed.

567c5d727e Remove code that isn't required. It actually breaks the case where KDTRACE_HOOKS
is defined and KDB isn't. This is the case that it was intended for.

52f46ad538 Add support for the DTrace struct proc and struct thread extended
data via ctor and dtor event handlers.

The size of the extra data is allocated opaquely and this file
contains a function which the dtrace module can call to check
that the kernel supports at least the amount of data that it needs.

This file is optionally compiled into nthe kernel if the KDTRACE_HOOKS
kernel option is defined.
