Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.
Still need to add real targets under targets/ to build packages.

The Makefiles are leftovers from the copies and should live in usr.sbin/zic/*
From usr.sbin/zic:
The sources are from a vendor contributed source, therefore should
live in contrib/tzcode/zic.
This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.
Boy, I'm glad we're not using sup anymore. This update would have been
insane otherwise.
