a969e2957b Make tcpstates[] static, and make sure TCPSTATES is defined before
<netinet/tcp_fsm.h> is included into any compilation unit that needs
tcpstates[].  Also remove incorrect extern declarations and TCPDEBUG
conditionals.  This allows kernels both with and without TCPDEBUG to
build, and unbreaks the tinderbox.

52fd977f18 Undo rev 1.10, which took out TH_FIN from the CLOSING state. This
breaks simultaneous closes.

4542c1cf5d Fix all areas of the system (or at least all those in LINT) to avoid storing
socket addresses in mbufs.  (Socket buffers are the one exception.)  A number
of kernel APIs needed to get fixed in order to make this happen.  Also,
fix three protocol families which kept PCBs in mbufs to not malloc them
instead.  Delete some old compatibility cruft while we're at it, and add
some new routines in the in_cksum family.

808a36ef65 Make the long-awaited change from $Id$ to $FreeBSD$
This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.

Boy, I'm glad we're not using sup anymore.  This update would have been
insane otherwise.

87d561b053 Backed out changes in rev 1.5 that prevent sending FIN if in CLOSING
state. This causes an infinite loop in some rare cases (probably caused
by some other, much more difficult to find bug).

9489a8e21b Obey RFC 793, section 3.4:
Several examples of connection initiation follow.  Although these
  examples do not show connection synchronization using data-carrying
  segments, this is perfectly legitimate, so long as the receiving TCP
  doesn't deliver the data to the user until it is clear the data is
  valid (i.e., the data must be buffered at the receiver until the
  connection reaches the ESTABLISHED state).
