b4339b74ad ANSIify function definitions.

0ea0f91492 1) Use FBSDID for vendor string.
2) Change an int for a size_t, as that's what it is mainly used for.
3) Add some braces to keep gcc happy.

4a40801948 The default for -p was ``kern.notice'' in the -h case.
Make it ``user.notice'', as per manpage.

(The syslog(3) function defaults to LOG_USER facility
if none is specified, but we don't use syslog() in the
-h case.)

91ffaa180c Use CFLAGS, not COPTS, in the Makefile. bsd.prog.mk conveniently adds
COPTS towards the end of final CFLAGS so that it can be used to
override Makefile and other defaults.  Using it in Makefiles risks
having options set using it clobbered when somebody uses it on the
command line.

cc48e30103 Allow logger to send messages directly to a remote syslog. (This
only does IPv4 as our syslogd only does IPv4. I dunno if the KAME
people have any plans for syslogd).

6578739ddb Add $Id$, to make it simpler for members of the translation teams to
track.

The $Id$ line is normally at the bottom of the main comment block in the
man page, separated from the rest of the manpage by an empty comment,
like so;

     .\"    $Id$
     .\"

If the immediately preceding comment is a @(#) format ID marker than the
the $Id$ will line up underneath it with no intervening blank lines.
Otherwise, an additional blank line is inserted.

edf93e27ef unset TZ from the environment so the timestamp gets the system default,
which is what syslogd presumably uses too.  Notice that the "protocol"
is bogus in not defining the timezone. "protocol" because it hardly
deserves the name :-)
