Change install' to ${INSTALL}' so that default install flags can be

Previously I missed dozens of Makefiles that skip the install after
using `cmp -s' to decide that the install isn't necessary.

Deleted the private clean/cleandir targets in the Makefile. Delete
...
a hardcoded reference to the "obj" dir. So this makefile should now
work with and without an obj dir and deletes the obj dir with a
normal cleandir.
