fab328f17f libexec: adoption of SPDX licensing ID tags.
Mainly focus on files that use BSD 2-Clause license, however the tool I
was using misidentified many licenses so this was mostly a manual - error
prone - task.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

No functional change intended.

Special thanks to Wind River for providing access to "The Duke of

eaaaad4644 Emply contemporary function prototypes in bootpd, rather than relying on
locally defined K&R prototypes in .c files; use appropriate casts for
pointer types now that types for arguments are available at compile time.
This ensures that compilers with multiple incompatible calling conventions
can select the correct calling convention for external functions.

a1311f3a3f bootpd(8): De-register and minor cleanups.
For bootptest(8) also remuve an unused variable and replace
0 with a NULL for a pointer.

fe1ef27d4a META MODE: Update dependencies with 'the-lot' and add missing directories.
This is not properly respecting WITHOUT or ARCH dependencies in target/.
Doing so requires a massive effort to rework targets/ to do so.  A
better approach will be to either include the SUBDIR Makefiles directly
and map to DIRDEPS or just dynamically lookup the SUBDIR.  These lose
the benefit of having a userland/lib, userland/libexec, etc, though and
results in a massive package.  The current implementation of targets/ is
very unmaintainable.

Currently rescue/rescue and sys/modules are still not connected.

008d7c831f Add META_MODE support.
Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.

Still need to add real targets under targets/ to build packages.

c39e6fc2c9 NO_MAN= has been deprecated in favor of MAN= for some time, go ahead
and finish the job. ncurses is now the only Makefile in the tree that
uses it since it wasn't a simple mechanical change, and will be
addressed in a future commit.

6b6be802e0 Re-format the license to conform to our BSD license template as much
as possible.  This does not change the wording in any way.

Remove the 3rd clause ("advertising clause") of the BSD license as
permitted by the University of Berkeley on July 22, 1999.  While the
clause itself mentions Lawrence Berkeley Laboratory, UCB is the sole
copyright holder of this file.

7f832c3059 Retire struct sockaddr_inarp.
Since ARP and routing are separated, "proxy only" entries
don't have any meaning, thus we don't need additional field
in sockaddr to pass SIN_PROXY flag.

New kernel is binary compatible with old tools, since sizes
of sockaddr_inarp and sockaddr_in match, and sa_family are
filled with same value.

The structure declaration is left for compatibility with
third party software, but in tree code no longer use it.

f8760fc5b2 In libexec/bootpd/bootpgw/bootpgw.c, add a cast for the remaining

32-bit integer.

b1c1be30d7 Make WARNS=6 the default for libexec/.
Just like bin/ and sbin/, I think setting WARNS to the highest value
possible will make it more attractive for people to fix warnings.

- The WARNS variable is set in the Makefile in the directory of the
  application itself, making it more likely that it will be removed out
  of curiosity to see what happens.
- New applications will most likely build with WARNS=6 out of the box,
  because the author would more likely fix the warnings during
  development than lower WARNS.

Unfortunately almost all apps in libexec require a lowered value of
WARNS.

ec826ad5c7 This main goals of this project are:
1. separating L2 tables (ARP, NDP) from the L3 routing tables
2. removing as much locking dependencies among these layers as
   possible to allow for some parallelism in the search operations
3. simplify the logic in the routing code,

The most notable end result is the obsolescent of the route
cloning (RTF_CLONING) concept, which translated into code reduction
in both IPv4 ARP and IPv6 NDP related modules, and size reduction in
struct rtentry{}. The change in design obsoletes the semantics of
RTF_CLONING, RTF_WASCLONE and RTF_LLINFO routing flags. The userland
applications such as "arp" and "ndp" have been modified to reflect
those changes. The output from "netstat -r" shows only the routing
entries.

Quite a few developers have contributed to this project in the
past: Glebius Smirnoff, Luigi Rizzo, Alessandro Cerri, and
Andre Oppermann. And most recently:

- Kip Macy revised the locking code completely, thus completing
  the last piece of the puzzle, Kip has also been conducting
  active functional testing
- Sam Leffler has helped me improving/refactoring the code, and
  provided valuable reviews
- Julian Elischer setup the perforce tree for me and has helped
  me maintaining that branch before the svn conversion

412f766852 Make tv_sec a time_t on all platforms but alpha. Brings us more in line with
POSIX.  This also makes the struct correct we ever implement an i386-time64
architecture.  Not that we need too.

4d05d5efa5 Add the '-h hostname' to usage(), too.
While I'm here, sync the usage() synopsis with the manual page synopsis:
make the [-i | -s] explicit and sort the options alphabetically.

0d5a6d9790 Document the '-h hostname' option, which seems to have been present
ever since rev. 1.1 of bootpd.c.
While I'm here, rearrange the synopsis a bit: sort the options and
clarify that -i and -s are mutually exclusive.
