Bring some important updates from NetBSD up to about 2008/04/25.
The main feature is initial support for C99.
This is a very basic update to make it easier to merge new
compiler attirbutes but more updates are likely to follow.

not have setprogname(3) and getprogname(3), and we need to build
lint(1) as a cross-tool to bootstrap. Versions from lib/libc/gen
can't be compiled either.

This is just a vendor import by now. I'll wait until i'll get the
imported files back via CTM before applying the FreeBSD patches.
Don't use it yet.
