Document the .cvsrc "cvs" option for global options.

Support the environtmental var "CVS_OPTIONS". Which can hold a set of
...
default options for cvs. These options are interpreted first and can be
overwritten by explicit command line parameters.

Make the long-awaited change from $Id$ to $FreeBSD$
...
This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.
Boy, I'm glad we're not using sup anymore. This update would have been
insane otherwise.
