With the switch to git, we should strive to properly attribute every commit appropriately with the metadata that's provided to do so. In this case, the submitter should be recorded via the author metadata. There is no toplevel Makefile structure since these tools are not meant to be built as part of the standard system, though there may be individual Makefiles in some of the subdirs.
