uqs 3960614646 mdoc: order prologue macros consistently by Dd/Dt/Os
Although groff_mdoc(7) gives another impression, this is the ordering
most widely used and also required by mdocml/mandoc.

In a kernel compiled with
.Cd "options INVARIANTS" ,
the
.Fn KASSERT
macro tests the given
.Fa expression
and if it is false,
calls the
.Xr panic 9
function, terminating the running system.

In a kernel that does not have
.Cd "options INVARIANTS" ,
the
.Fn KASSERT
macro is defined to be a no-op.
The
second argument is a
.Xr printf 9
format string and its arguments,
enclosed in parentheses.
