cem 6520c75f85 fuse: Implement FOPEN_KEEP_CACHE flag ...

Implement FUSE open flag FOPEN_KEEP_CACHE.  Without this flag, cached file
contents should be invalidated on open.  Apparently, fusefs-encfs relies
upon this behavior.
