sbruno d2f2bb87e8 MFC r284179, r283959 ...

Implement multiqueue (max 2 tx/rx queues) for the 82574L chipset.

Change default tuning parameters to handle this new configuration if
EM_MULTIQUEUE is set in the kernel configuration.  Off by default.
