tmm 9bab6e8900 Add a commented-out entry for OFW_NEWPCI to GENERIC and NOTES, along
with a comment describing it's advantages and the implication of
changing it. While being there, fix a typo in NOTES.

The option is not enabled in NOTES for now since large portions of code
are conditional on it being disabled, too.
