Subject: Bug & Fix for etc/Makefile cpio-floppy: re /tmp creation.

Editors Note:  tmp was listed in the CPIO_FILES section and thus the
entire contents of ${DESTDIR}/tmp would end up on the cpio floppy.  This fix
moves tmp to CPIO_DIRS so that no longer happens.
