Bruce Evans 4a127b0ff9 Declare the documented (modulo a spelling error) interface ...

`void __set_ospeed(long);' in the appropriate header.

The implementation still uses speed_t instead of long.  This
will break properly when speed_t is fixed (speed_t shall be
unsigned ...).
