Kyle Evans 14a16fd3e7 build: add WITHOUT_CLEAN workaround for `821aa63a09` The *w variants of ncurses directories went away, and the remaining names build the widechar variants instead of non-widechar variants. As such, the entire ncurses tree should be regenerated. Key off of lib/ncurses/ncursesw being present and remove the whole ncurses hierarchy if it is. This directory tree contains tools used for the maintenance and
testing of FreeBSD.  There is no toplevel Makefile structure since
these tools are not meant to be built as part of the standard system,
though there may be individual Makefiles in some of the subdirs.

Please read the README files in the subdirs for further information.
