not change the code to always do the "GNU" thing, as it's possible people rely on BSD m4(1) traditionally resetting comment characters in case of no arguments to the changecom function. PR: bin/17480 (I think this satisfies the problem report)

Calls a built-in by its name, overriding possible redefinitions.

Changes the start and end comment sequences.

The second argument (if any)

specifies the radix for the result, and the third argument (if any)

specifies the minimum number of digits in the result.

If the macro named by the first argument is defined then return the second
