Marcel Moolenaar c175365cec Add ATF to the build. This is may be a bit rought around the egdes, but committing it helps to get everyone on the same page and makes sure we make progress. Tinderbox breakages that are the result of this commit are entirely the committer's fault -- in other words: buildworld testing on amd64 only. This directory tree contains tools used for the maintenance and
testing of FreeBSD.  There is no toplevel Makefile structure since
these tools are not meant to be built as part of the standard system,
though there may be individual Makefiles in some of the subdirs.

Please read the README files in the subdirs for further information.
