rwatson ae4f793822 Merge new kernel files from OpenBSM 1.1: audit_fcntl.h and
audit_bsm_fcntl.c contain utility routines to map local fcntl
commands into BSM constants.  Adaptation to the FreeBSD kernel
environment will follow in a future commit.
