n_hibma b69d5848c0 Replace a silly command sequence with a proper if-then-else.

Generate images sparsely. This saves space and time, especially when
generating images inside a VM (PR 173482).
Add a 'true' statement to last_orders to prevent some version of sh from
tripping over an empty function.

$FreeBSD$

This directory tree contains tools used for the maintenance and
testing of FreeBSD.  There is no toplevel Makefile structure since
these tools are not meant to be built as part of the standard system,
though there may be individual Makefiles in some of the subdirs.

Please read the README files in the subdirs for further information.
