gpalmer ee9f97b773 Add NULLFS_DIAGNOSTIC, KERNFS_DIAGNOSTIC, UMAPFS_DIAGNOSTIC, UNION_DIAGNOSTIC

and SAFETY. Currently all commented out until I can verify that they don't
cause LINT to fail to compile.
