uqs 3960614646 mdoc: order prologue macros consistently by Dd/Dt/Os
Although groff_mdoc(7) gives another impression, this is the ordering
most widely used and also required by mdocml/mandoc.

.Sh DESCRIPTION
These functions are used to start and stop a PMC.

Function
.Fn pmc_start
starts the PMC specified by argument
.Fa pmc .
If the specified PMC has process scope and has not been attached
to any targets, it will be attached to the current process.

stops the PMC specified by argument
