cxgbe: add pmd skeleton Adds cxgbe poll mode driver for DPDK under drivers/net/cxgbe directory. This patch: 1. Adds the Makefile to compile cxgbe pmd. 2. mk: do not generate LDLIBS from directory dependencies The list of libraries in LDLIBS was generated from the DEPDIRS-xyz variable. This is valid when the subdirectory name match the library name, but it's not always the case, especially for PMDs. The patches removes this feature and explicitly adds the proper libraries in LDLIBS. Some DEPDIRS-xyz variables become useless, remove them. pci: introduce library and driver The PCI lib defines the types and methods allowing to use PCI elements. The PCI bus implements a bus driver for PCI devices by constructing rte_bus elements using the PCI lib. Move the relevant code out of the EAL to its expected place. net/cxgbe: parse and validate flows Introduce rte_flow skeleton and implement validate operation. Parse and convert <item>, <action>, <attributes> into hardware specification. Perform validation, including basic sanity tests and underlying device's supported filter capability checks. Currently add support for: <item>: IPv4, IPv6, TCP, and UDP. <action>: Drop, Queue, and Count. Also add sanity checks to ensure filters are created at specified index in LE-TCAM region. The index in LE-TCAM region indicates the filter rule's priority with index 0 having the highest priority. If no index is specified, filters are created at closest available free index.
